Locha was born August 15, 1944, in Kingsville, TX to Roberto Q. and Paula Mendietta and passed away on October 8, 2025, in Boerne, TX. She married Elias F. Moreno, Sr. on June 4, 1994, in Fredericksburg.
She was a stay-at-home spouse and a member of Notre Dame Catholic Church in Kerrville.
She was preceded in death by son Noe Silva, Jr., parents Roberto and Paula Mendietta, brothers Israel Mendietta and Roberto Mendietta, Jr., sisters Maria Moreno, Nicolasa Salinas, Idolina Cortez, Angelina Guerra, Elva Montalvo, and Minnie Maldonado.
Locha is survived by husband Elias F. Moreno, Sr. of Kerrville, daughter Annie (and spouse Jeff) Bishop and grandson Brady Bishop of Boerne, stepdaughter Rachel Moreno of Katy, stepsons Raul (and spouse Matilda) Moreno and Lee (and spouse Angelina) Moreno of Kerrville, sister Ernestina Munoz of the King Ranch, and numerous step grandchildren, step great grandchildren, step great-great grandchildren, nieces, nephews and cousins.
