Dr. David Edward Newcomb, 68, of Kerrville, passed away on March 2, 2024 in Kerrville, Texas. Dave was born in El Paso, Texas on April 27, 1955 to Richard and Mary Kathryn Newcomb. He married Margot Baker Perkins on March 17, 1990 in San Antonio, Tx.

Dave graduated from Uvalde High School in 1973. He graduated from Texas A&M in 1977 with an Engineering Technology degree and in 1979 with a Master of Science in Civil Engineering. Dave served several years in the Army Reserves. After working for the New Mexico Engineering Research Institute Dave continued his education at the University of Washington where he received his Ph.D. in Civil Engineering in 1986. Dave was an Assistant Professor at the University of Nevada Reno for two years. He became Associate Professor at the University of Minnesota for ten years where he held the Miles Kersten Land Grant Chair and received the Fred Burggraf Award from the Transportation Research Board. He was the technical director of the MnRoad pavement research facility. Dave then became Vice President of Research and Technology at the National Asphalt Pavement Association in Maryland in 1999. In 2011 he returned to A&M working as a researcher for the Texas Transportation Institute and becoming the head of the Materials & Pavement Division. He retired in 2021. Dave is a lifetime member of the Association of Asphalt Paving Technologists.

Dave spent his career researching asphalt, teaching, flying around the world for speaking engagements and assisting asphalt contractors. He loved his work, but his passion was mentoring students and young engineers. He worked diligently to help young people along in their careers and always made room for them to gain experience and recognition. Dave was an Eagle Scout and a Scout Master for his son who also became an Eagle Scout. Dave was a member of and served in leadership roles in Methodist Churches throughout his life and was currently a member of Kerrville First United Methodist Church.

Dave was known for his love of his family, dry wit, caring nature and professional knowledge. He was a man who lifted others up. His kindness and caring nature will live on in the young people he mentored and in the family he treasured. He is survived by his wife Margot; children, Elena (Mike) and Travis (Megan); and grandchildren, Rayden and Lillia.

A memorial service will be held for David at Kerrville First United Methodist Church in Kerrville, TX at 10:00 am on May 4th.

Memorials may be given to the Association of Asphalt Paving Technologists David E. Newcomb Scholarship Fund, https://www.asphalttechnology.org/ or to Mobility Worldwide, mobilityworldwide.org.
