Rod loved Judy. Judy loved Rod. Their marriage was blessed by God, who loved them, and was centered on the blood of Jesus Christ, who saved them, for 27 years. They were also blessed by lots and lots of laughter.
Rod has two sons by blood, Connor Elson Cuellar and Casey Joseph Knox Cuellar. He has one angel baby, ''Baby Blurry'' that he got to meet when he walked through heaven's gates on Saturday. He has a beautiful daughter, Trisha Kilby, that he adopted into his life when she knocked on his door in Arkansas and asked if he had any kids she could play with. And he has ''adopted'' daughters and sons that he called his own in Arkansas, Oklahoma, and Texas.
Rod grew up in Arecibo, Puerto Rico, with his father, mother, and older brother, where his parents served as missionaries in the Church of Christ. His life and character were formed by this as he grew up. Puerto Rico was in his blood and Christ was infused in his life (even if he didn't quite know it yet). He graduated Trina Padilla de Sanz High School in Arecibo, Puerto Rico and right after graduation his family moved to San Antonio, Texas so he could a start studying and growing in his passion, Photography. Rod attended San Antonio College School of Radio, Television, and Film and then got an internship at KENS-TV in San Antonio. He worked at KENS-TV for ten years, working his way up from intern to news director. He was part of a team that won three Emmy awards. Later, he worked in video production for River City Records and Reporting and then formed his own video production business Discovery Media Services with Judy.
In 2004, right after his son Connor was born, he got sick and was no longer able to work full time, so he became a stay-at-home, homeschooling dad and part-time photographer. Being Connor's and Casey's dad was a job he cherished.
Rod was a faithful member of God's family at the Kerrville Church of Christ, and every church in every city that he lived and attended. He loved to teach the Word of God to anyone he could. He had a faith story that started in his youth, paused in his twenties, and then resumed when he was thirty. His faith grew greater each day of his life as he sought God's wisdom. His greater faith story began when he had children, who taught him more about a father's love than he ever thought possible. Connor and Casey were his world. And then, he met Trisha, and his world expanded to children who needed him to show them what a real father was like and teach them about their Father in heaven.
His humor, his illnesses, and his disability was used to share Jesus with any and all medical staff, and anyone who crossed his path, really. He never knew a stranger (much to Judy's introverted chagrin). And it only caused his own faith to grow stronger. If he could make you laugh it gave him joy. If he could make you groan at a bad dad joke, his joy was complete. Leave it to Rod to die on National Tell A Joke Day.
Rod was preceded in death by his father and mother, Jose (Joe) and Velma Cuellar, and his brother Benito Cuellar. He was also preceded in death by his father-in-law, Larry Plaster.
Rod is survived by his wife Judy Cuellar and his sons Connor and Casey Cuellar, his extra kid Trisha Kilby (Evan Williams) and her children Winston and Clementine. He is survived by his birth-mother Jean Bitely and her husband Michael Bitely. He is also survived by his mother-in-law, Linda Plaster, sisters-in-law Penny Light, Vicky Brand (Greggory), Laura McGuire (Timothy), a brother-in-law Max Plaster (Lori) and many, many aunts and uncles, nephews and nieces, cousins, extra kids, dear friends, and brothers and sisters in our Lord Jesus Christ. If he decided you were his, he kept you.
A private family burial will be held on Friday, August 22, 2025, at the Garden of Memories. A public memorial will be held on Saturday, August 23, 2025, at the Kerrville Church of Christ, 1900 Loop 534, Kerrville, TX 78028 (kerrvillechurch.com) with a greeting time from 4:30 to 5:00 p.m. and the service at 5:00 p.m.
Memorials can be given to Arms of Hope https://armsofhope.org/donate/, a ministry focused on assisting and extending a loving hand to some of the most disadvantaged children and single-mother families in our culture.
The family wishes to extend our sincere thanks to Peterson Home Health and Wound Care, Davita Kidney Care, and Peterson Hospice, and all the doctors and nurses at Peterson Hospital and Methodist Hospital for their assistance and care over the last four years.

Sorry for your loss. Though we have never met, Rod sounds like a great and generous guy who loved Jesus. I remember being excited to have sold our house to someone who enjoyed cooking. I pray it brought him joy. Peace and comfort to you and your family.

Dear Judy and family,
My family was a neighbor of the Cuellars and we grew up together in Puerto Rico. We had such a beautiful childhood and teenage years in a very wholesome healthy environment. We enjoyed many bike rides and games as kids in the 80’s did. My brothers and I always missed him since he went away.
